Jean-Yves is the Director General of the Carbon Regulation and Emission Data Branch for the ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs. His team is responsible namely for the mandatory reporting of air pollutants, for the publication of the air pollutant and the GHG emissions inventories, as well as Quebec’s Cap-and-Trade system. Jean-Yves represents the government of Quebec in many international partnerships pertaining to carbon pricing. He is currently co-chair of the International Carbon Action Partnership (ICAP), a position he also held from 2014 to 2018. In 2014, he received the Mary D. Nichols Climate Action Champion Awards in recognition of his outstanding leadership and deep commitment to the reduction of greenhouse gas emissions in the “fight” against climate change. He holds a Bachelor’s degree in Actuarial Mathematics and a Master’s degree in Labor Economics and Projects Evaluation from the University of Montreal.
