Jean-Yves is the Director General of the Carbon Regulation and Emission Data Branch for the ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs. His team is responsible namely for the mandatory reporting of air pollutants, for the publication of the air pollutant and the GHG emissions inventories, as well as Quebec’s Cap-and-Trade system. Jean-Yves represents the government of Quebec in many international partnerships pertaining to carbon pricing. He is currently co-chair of the International Carbon Action Partnership (ICAP), a position he also held from 2014 to 2018. In 2014, he received the Mary D. Nichols Climate Action Champion Awards in recognition of his outstanding leadership and deep commitment to the reduction of greenhouse gas emissions in the “fight” against climate change. He holds a Bachelor’s degree in Actuarial Mathematics and a Master’s degree in Labor Economics and Projects Evaluation from the University of Montreal.      

Joel Creswell is a climate policy expert with a background in environmental science and a career spanning the public, private, and academic sectors. His background includes over a decade of environmental field research, federal positions at the Environmental Protection Agency at the House of Representatives, and positions in regional and state government in Washington. He is currently the Climate Pollution Reduction Program Manager at the Washington Department of Ecology, where he oversees a team of dedicated staff who carry out the agency’s greenhouse gas mitigation programs, including the Cap-and-Invest Program, the Clean Fuel Standard, the Zero Emissions Vehicles program, and the Hydrofluorocarbon Reduction Program, along with the state’s Greenhouse Gas Emissions Inventory. Joel earned a bachelor’s degree in Environmental Studies from Macalester College, a master’s degree in Environmental Science from the Yale School of the Environment, and a Ph.D. in Environmental Chemistry from the University of Wisconsin – Madison.    

Appointed by Governor Gavin Newsom in August 2022, Yana oversees the state’s efforts to fight climate change, protect air and water quality, regulate pesticides and toxic substances, achieve the state’s recycling and waste reduction goals, and advance environmental justice. As a member of the Governor’s cabinet, she advises the Governor on environmental policy. Yana is nationally recognized as a ground-breaking environmental leader who has worked hard to uplift the voices of those from disadvantaged communities. Since 2021, Yana has served as Special Assistant Attorney General advising California Attorney General Rob Bonta on the California Department of Justice’s legal and policy matters pertaining to the environment, land law and natural resources including climate, transportation, energy, and housing. She was Deputy Secretary for Environmental Justice, Tribal Affairs and Border Relations at CalEPA from 2019 to 2021 and had been CalEPA’s Assistant Secretary for Environmental Justice and Tribal Affairs from 2017 to 2019. Prior to her state service, Yana litigated environmental cases on behalf of several client groups across the state and across the country. Prior to practicing law, Yana worked on various environmental justice and civil rights projects in the states of Texas, New Mexico, and Massachusetts. With more than two decades of experience in federal, Tribal, regional, and local government, Casey brings a deep commitment to environmental stewardship and practical, results-driven leadership. As Director of the Washington State Department of Ecology, he is leading the agency through a pivotal era of implementing nation-leading climate policies, investing in clean energy solutions, protecting critical water resources, and addressing legacy pollution while centering that work on those communities most affected. Before joining Ecology, Casey served as Regional Administrator for the U.S. Environmental Protection Agency’s Region 10, where he led efforts to protect human health and the environment across Washington, Oregon, Idaho, Alaska, and 271 Tribal nations. His work focused on scaling climate solutions, modernizing water infrastructure, and advancing environmental justice. Previously, he was Deputy Mayor of Seattle and Chief Operating Officer of King County, where he managed major public health, transportation, and environmental initiatives. His career in public service began in Washington, D.C., working for U.S. Rep. Jim McDermott and U.S. Sen. Patty Murray. He later helped establish the Cherokee Nation’s Washington office, advocating for Tribal sovereignty and federal investment. At his core, Casey believes in the power of collaboration and action. Whether sitting with communities facing contaminated water, working with farmers and Tribes to protect vital resources, or shaping policy to ensure a cleaner future, he is driven by the belief that we must leave the world better for the next generation.     

Jocelyn is Assistant Deputy Minister at the Climate and Energy Transition Office for the ministère de l’Environnement, de la Lutte contre les changements climatiques, de la Faune et des Parcs. He is responsible for coordinating all government action in this regard.  Joeclyn has nearly 30 years of experience in the public service, including more than 20 years as an administrator. He has worked at the Québec ministère des Finances, the ministère du Développement économique, de l’Innovation et de l’Exportation, and the ministère des Affaires municipales et de l’Habitation, where he served as Assistant Deputy Minister since 2019 before joining the Office of Climate and Energy Transition in July 2025. He holds a bachelor's degree in business administration (economics and international management) from HEC Montréal and the École des sciences économiques et commerciales de Cergy-Pontoise in France, as well as a master's degree in applied economics from HEC Montréal.     

Lauren Sanchez was appointed Chair of the California Air Resources Board (CARB) by Governor Gavin Newsom in September 2025. A seasoned climate policy expert, Lauren brings experience at the intersection of environmental policy, diplomacy, and state governance. Prior to her appointment, Lauren served as Senior Advisor for Climate in the Office of Governor Newsom beginning in 2021, where she was widely recognized as a chief architect of California’s ambitious climate agenda, including codifying the state’s carbon neutrality goal and extending the Cap-and-Invest program through mid-century. Her leadership also helped direct billions in climate and clean air investments, further solidifying California's position as a global leader. Lauren’s career spans both state and federal service. In 2021, she was Senior Advisor to the Special Presidential Envoy for Climate in the Biden-Harris Administration, contributing to international climate diplomacy. From 2019 to 2021, she served as Deputy Secretary for Climate Policy and Intergovernmental Relations at the California Environmental Protection Agency. She also held the role of International Policy Director at CARB from 2018 to 2019 and was a Climate Negotiator at the U.S. Department of State from 2015 to 2017, where she played a role in shaping global climate agreements. A Fulbright Scholar, Lauren holds a Master of Science in Environmental Management from Yale University and a Bachelor of Arts in Environmental Studies and Biology from Middlebury College.
